According to Wikipedia, ICP~47 is how HSV invades the immune system and stays there.
“HSV evades the immune system through interference with MHC class I antigen presentation on the cell surface, by blocking TAP or the transporter associated with antigen processing associated induced by the secretion of ICP-47 by HSV. In the host cell, TAP transports digested viral antigen epitope peptides from the cytosol to the endoplasmic reticulum, allowing these epitopes to be combined with MHC class I molecules and presented on the surface of the cell. Viral epitope presentation with MHC class I is a requirement for activation of cytotoxic T-lymphocytes (CTLs), the major effectors of the cell-mediated immune response against virally-infected cells. ICP-47 prevents initiation of a CTL-response against HSV, allowing the virus to survive for a protracted period in the host.”
In a nut shell, it means the immune system can’t attack herpes and kill it because the virus has cloaked itself under a shell of protein that the immune system cannot attack.

Here are a couple of ways to understand this a little better.
Have you seen the movie, Lord of the Rings? Remember how Frodo Baggins covered himself with a cloak and couldn’t be seen by the evil eye, Sauron? Herpes is using the same concept, except the cloak is a protein, which can’t be seen through by the immune system (the good eye).

At the last minute a fly gets into his telepod with him. During the transport phase of the experiment the fly's DNA fuses with Jeff's DNA. It wasn’t a pretty sight in the end. Herpes Simplex Virus enters your body, hides from your immune system, fuses with healthy cells and changes your DNA.
There are those who say there are certain nutrients in natural foods that can separate the virus from the ICP-47 (the cloak), but information provided has not been impressive.
